On Friday (30 October 2026) Bulgaria signed a memorandum of understanding (MoU) that will enable it to join the Air Defence Capabilities Against Lower-Level Air Threats High Visibility Project (HVP).

In an era of rapidly evolving technology, NATO continues to be at the forefront of innovative capability development and multinational cooperation. This HVP delivers a multinational framework for Allies to acquire, develop, and field cutting-edge capabilities against lower-level air threats, such as drones or cruise missiles, to protect Allied skies. It enables Allies to work together in a highly innovative capability area, reinforcing their technological advantage and NATO’s deterrence and defence posture.

The initiative was first established at the February 2025 meeting of NATO Defence Ministers, with initial participants signing the MoU at the NATO Summit Defence Industry Forum in July 2026. Bulgaria’s addition will further strengthen the framework through increased interoperability, cost savings and operational benefits.
