Born in Glasgow, Lieutenant General Eldon Millar was brought up and educated in South Asia and the Scottish Highlands, graduating with an MA in International Relations before commissioning into the Royal Engineers.
Lieutenant General Millar has served in a wide range of roles across the British Army, latterly specialising in Explosive Ordnance Disposal (EOD), on operations, training, and advisory assignments around the world. Operational highlights include NATO operations in the Balkans; national operations in Africa; leading the UK’s Joint Force EOD Group in Afghanistan; and establishing the Coalition’s Counter-Improvised Explosive Device efforts, helping combat Daesh, in Iraq and Syria. He commanded 8 Engineer Brigade, with additional responsibility as the UK’s Joint Force Engineer. Prior to his current assignment he was Deputy Commander of NATO’s Rapid Deployable Corps - Italy and the Allied Reaction Force (ARF), SACEUR’s Very High Readiness multi-domain force.
On the staff he has served primarily in Joint assignments in the UK’s Ministry of Defence including with the Directorate of Strategic Plans, the Operations Directorate and in Defence’s Financial & Military Capability area. As a Colonel, he was responsible for operations in Africa and leading the Defence Crisis Management Centre. Following brigade command, he was Head of International Relations and Communications for the British Army. On promotion to Major General, he served as Assistant Chief of the Defence Staff (People Capability) and The Defence Services Secretary, where he represented the UK’s Armed Forces to the Sovereign. He is a graduate of the Canadian Forces’ Joint Command & Staff Programme, the UK’s Higher Command & Staff Course, both UK and NATO PINNACLE, NATO’s General Officers’ Course, and the University of Oxford’s Saïd Business School.
He is married with two children. A keen outdoorsman and ever optimistic fan of Scottish rugby, he is proud to be a Colonel Commandant of the Corps of Royal Engineers; Deputy Colonel of the Engineer and Logistics Staff Corps, a British Army Reserve unit drawn exclusively from senior leaders in business and industry; and a Director for British Army Sport.
