New NATO Headquarters

A project of this complexity requires a robust management structure comprising a combination of internal NATO and external specialist resources.

NATO's internal management structure

Comprises two mains elements:

Political/financial control, is exercised by the 26 NATO Nations in the North Atlantic Council (NAC) - (the Permanent Representatives (Ambassadors) of the Member Nations) - and delegated for this Project to the Deputy Permanent Representatives New Headquarters Board (DPRHQB).

Executive Authority is exercised by the NATO International Staff (IS). The New Headquarters Project Office (HQPO), an element of the Defence Investment Division, has been established with the sole responsibility of managing the project. It is headed by a Director. The HQPO oversees all aspects of the project, represents the nations and user organisations' requirements and provides the Host Nation's Project Management Team (PMT) with its single point of contact with NATO.

- Belgian Host Nation's Project Management Team (PMT)

The essential role of the Host Nation's Project Management Team (PMT) is to ensure that the HQ is built to agreed budget, time and quality standards. It co-ordinate the activities of the Concept Design Team (CDT), the Construction Contractor(s) and other project participants through the successive stages of the project, from the initial design phases through acceptance and occupation of the finished HQ by NATO, and identification and resolution of defects covered under warranty.

The Belgian Ministry of Defence's construction agent (DGMR/CIS & Infra) operates the PMT under the terms of a Memorandum of Understanding (MOU) between Belgium and NATO, signed by the Secretary General and by the Belgian Prime Minister, Foreign Minister and Defence Minister in December 2004.

- The Concept Design Team (CDT)

An International Architectural Design Competition (IADC) was launched in January 2001 with the purpose of selecting a design concept for the new Headquarters - and a Concept Design Team (CDT) to develop the detailed Architectural and Engineering plans and studies. The CDT will also monitor construction to ensure consistency with that design. The CDT contract was signed between the Belgian Minister of Defence and the CDT in December 2004.

- The Construction Contractor(s)

The Construction Contract (s) will be awarded and administered by the Belgian PMT following International Calls for Bids which will be issued under the established rules of the NATO Security Investment Programme.
