Defence reform in Ukraine

Background
NATO-Ukraine partnership
At the request of the Ukrainian authorities, a NATO team visited Kyiv on 1-6 February 2004 to take stock of the progress achieved by the Ministry of Defence in conducting a comprehensive defence review and to assess in which areas NATO could assist Ukraine in implementing defence and security sector reform.

The team was headed by NATO’s Assistant Secretary General for Defence Policy and Planning, Mr John Colston, who also met the Ukrainian Minister of Defence, Mr Yevhen Marchuk, the Head of the National Centre for Euro-Atlantic Integration, Mr Volodymyr Horbulin, the Deputy Head of the Presidential Administration for Internal Policy, Mr Olexandr Belov, and the Deputy Secretary of the National Security and Defence Council, Mr Serhiy Pyrozkhov.

NATO is committed to assisting Ukraine in carrying forward its defence and security sector reforms, with the aim of restructuring and reorganising Ukraine's national defence and security establishment into an effective organisation.
