North Atlantic Council approves NATO/Russia Document The North Atlantic Council has today given its approval to the Founding Act on Mutual Relations, Cooperation and Security Between NATO and The Russian Federation, which was negotiated between the NATO Secretary General Javier Solana and the Foreign Minister of the Russian Federation, Mr.Yevgeni Primakov. This Founding Act will be formally signed by the Secretary General and Heads of State and Government of NATO and Russia in Paris on 27 May 1997.
