Thomas M. Culligan is a Raytheon Company executive vice president for business development and CEO of Raytheon International, Inc. In this position, he has oversight for international and domestic business development and government relations activities, and is the company’s principal interface with our Washington, D.C., defense customers.

Culligan joined Raytheon in March 2001 from Honeywell International Inc., where he was vice president and general manager of Defense and Space. In that position, which he held since 1999, Culligan oversaw all of Honeywell’s sales and marketing efforts worldwide on behalf of aerospace customers in the defense and space markets. He also directed the company’s aerospace activities in Europe, Russia, the Middle East and Africa.

Previously, Culligan served as vice president, Europe, Africa, Middle East for AlliedSignal’s Marketing, Sales & Service unit. He joined AlliedSignal in 1994 as president of government operations. Before joining AlliedSignal, Culligan held executive positions at McDonnell Douglas, including vice president and general manager of the company’s government affairs.

Before joining McDonnell Douglas, Culligan was legislative director for Florida Congressman Earl Hutto and chief of staff for Florida’s Secretary of State. Prior to these positions he served as a staff member of the Florida House of Representatives, Committee on Tourism and Economic Development, and in the U.S. Air Force.

Culligan, born in August 1951, earned a bachelor’s degree in government and a master’s in public administration at Florida State University. In addition, he attended professional development courses at Harvard University and the Wharton School at the University of Pennsylvania. October 2001
