UN Secretary General Boutros Boutros-Ghali requests access to NATO contingency plans for possible military operations in former Yugoslavia, including enforcement of the no-fly zone over Bosnia and Herzegovina, establishment of safe havens for civilians in Bosnia, and ways to prevent the spread of conflict to Kosovo and the former Yugoslav Republic of Macedonia.
