At their Istanbul Summit in June 2004, NATO’s Heads of State and Government decided to further enhance the practical dimension of the Mediterranean Dialogue (MD) through greater emphasis on practical cooperation. This decision is reflected in the enclosed MD Work Programme (MDWP) which includes a number of new activities in the various priority areas agreed in Istanbul such as interoperability, defence reform and counter terrorism.
